Looks like Ubuntu Desktop will work? Sorry, just researching this for first time before I get new laptop. I'm open to suggestions :)

From what I've seen, putting Linux on a Chromebook is the only option for low-cost Chromebooks. At the same time, the performance might not be adequate (processor, RAM, I/O), nor the battery life.

I have a Samsung Chromebook Plus v2 64GB.  I did wget on the pycharm*.tar.gz file in the linux shell and unzipped and untarred and ran the pycharm-2018.3.5/bin/pycharm.sh and it runs fine

I have a friend who has a Samsung Chromebook Plus V1 32GB and it doesn't run pycharm.
