Possible to use remote PHP interpreter with Pantheon? If so, where to look?

Hi,

Is there a way to link to a php interpreter on Pantheon? Am I correct that PHPStorm wants a php.ini file and, if so, is that possible with Pantheon? If so, what are the correct steps?

If not, does one have to download the same version of PHP locally?
