Pycharm no popup asking to add external files to version control

When I add some external files to mt project there is no popup asking me to add the files.
For example when I create new migrations to a django project with python manage.py makemigrations no popup appear.
I check Settings → Version Control → Confirmation and I have the following selections

When files are created → Ask
When files are deleted → Ask
Apply to files created outside PyCharm is grayed
