Create pull request feature stopped working
It permanently says that there are no changes between main and pr branch, but there are and I can create pull request manually on github.
It stopped working after upgrade to 2024.2.1.
P.S. this new ‘UI’… is smth like a bad dream from 2005

+ Did you fetch?
Please try fetching the updates from target branch and re-open the request.
After some more tries i found that it works sometimes, 50-50. Don't understand it's logic for now.

Even if target branch is outdated, pr branch has commits which are not presented at target.
Also found that when trying to create another PR for another branch - it's not always loading pull request template.
So much shaky. No idea why someone needed to break it when it worked fine before.
Please see: https://youtrack.jetbrains.com/issue/IJPL-160998/Create-pull-request-on-2024.2-complains-Pull-request-does-not-contain-any-commits-due-to-no-fetch-performed
The only change we made is the front-end validation which stops you from creating an empty Pull request.
Can you provide exact reproduction steps and comparison screenshot between origin/branch and local one?
As for the pull request template, can you add more info here?
