Pycharm 2024.2.3 professional environment variables

Where do I set environment variables in THIS VERSION.

Every piece of documentation I find says to go to menus that don't exist.  All I want is to know how to get to the environmental variable  dialog box so I can set some variables.   The the menu of the 3 dots in the upper right don't match whats in videos of the older versions.  Some documents say there should be a menu item under tools but there isn't.
