Any way to make search bar on tabs permanent, or not self-closing?

I keep having to open and reopen and reopen and reopen, the search bar at the top of tabs.
Feels like I have done it a million times, and its still never there when i need it.
For example, it is closed again every time I drag a tab around.

Is there any way to  make  it a permanent part of the tab-UI, or at least have it be there until I make an active choice to close it?
I have plenty of room for it, I  just want to spend zero time every day reopening it, instead of doing it hundreds of times.
