convert VSC to PhpStorm Plugin

Hi friends, I'm here because the terrible support that Sourcegraph gives to the CODY IA graphical interface is shameful.

I'm investigating how to bring it to phpstorm... I don't know anything about phpstorm plugins, I would have to start from scratch both the implementation and the translation of what I found.
