ctrl alt L does not work with windows 11

I recently change from Windows 10 to Windows 11.  When using Windows 10, i used CTRL+ALT+L and CTRL+ALT+O regularly. After changing to Windows 11, CTRL+ALT+O still works but CTRL+ALT+L does not.  The key mapping for CTRL+ALT+L in phpstorm is set to “reformat code” but does not do anything.  How do I fix this?

It's not like another program has CTRL+ALT+L set, pressing those keys in phpstorm does nothing, pressing those keys on windows desktop does nothing.

Side question, is there a way to map CTRL+F12 to run both reformat code and optimize imports?

I solved it.  AMD software uses CTRL+ALT+L to turn on/off performance logging and doesn't show anything on the screen when you do it.

Clayton Friesen Thank you so much for sharing your solution, this was driving me nuts. The AMD application doesn't show any indication that is running on Windows 11, but it is and is ‘hijacking’ the keyboard shortcut.
