It appears that the curl command was not able to download the backend IDE. There might be several reasons. Please ensure that the WSL and the host can access the following resources:
https://code-with-me.jetbrains.com
https://download.jetbrains.com
https://download-cf.jetbrains.com
https://cache-redirector.jetbrains.com
As a workaround, you may upload the backend IDE manually by selecting the Upload installer file in the Installation options. The file is available for downloading at the website.
