I am also getting this same pop-up with slightly different information
I'm getting it, too. I hope they fix it soon, because it's super annoying.

This is related to the following issue- https://youtrack.jetbrains.com/issue/IJPL-189185/Expired-Cert-prod.fus.aws.intellij.net
As a workaround, try to disable Send Usage Statistics at Settings | Appearance & Behavior | System Settings | Data Sharing
