Unable to download jbf-17 without jcef

I am trying to follow the instructions for building IDEA CE, in particular, the instructions for obtaining a version of jbr-17 without JCEF. I configured idea.is.internal as instructed and restarted. However, I do not find a Browse button in the SDKs panel. I also looked on the JBR Release page, but I do not see a JBR-17 without JCEF for macOS on that page.
