PHPStorm 2024.1.7 Issues

I am having some issues with PHPStorm 2024.1.7. I have a perpetual license with it. 

I had it installed on my laptop until a couple of weeks ago, and it was working just fine. My laptop went out so I installed it on a new workstation, and am having issues with it.

I do all of my development through a WSL instance that's installed and connected to PHPStorm. 

#1, Whenever I open PHPStorm, it ALWAYS takes me to the ‘Welcome to PHPStorm’ select a project page, to where I need to select one of my WSL projects, which then opens another PHPStorm window. 

Previously on my laptop, this wasn't an issue and it would immediately open up right to the last project I was working on. 

I went into the appearance & behavior >system settings on the new machine and turned on ‘Reopen projects on startup’, but every time I apply changes and close out of phpstorm, it reverts back to being unchecked, and takes me back to the select project page. I also cannot get this installation to sync with my settings, as I get an ‘invalid credentials error’.

#2, Secondly, whenever I do select a project to open, I am first met with a ‘License Expired’ error message that I have to close in order to continue. I realize that my subscription is no longer active, but I am activated using my perpetual license for this version, but am still getting the license expired error. (Which I do not get on my laptop, using the same license). 

Any help would be appreciated.
