IntelliJ Does Not Compile Resources in Ivy Project

I have an older Eclipse project that uses Ant/Ivy (i.e. not Maven). I have the IvyIDEA extension. I have a src>main>resources folder and a src>main>profile>resources folder. I have both marked as Resource Roots. I have ensured that the resource file type I'm using is recognized by the compiler (.xml and .properties). They will not compile and show up in the WEBINF>classes. The output setup contains these directories. The artifact builds and deploys, but because it does not contain these resources so key elements of the application are rendered unusable. I feel like I have tried everything and nothing is working and I'm going in circles.
