it's definitely not a part of IDE destribution... Do you have any custom plugins installed? also, do you have any custom scopes defined in Settings | Appearance & Behavior | Scopes?
I have some plugins installed but none of which are making entries to that scope. I also do not have any custom scopes created.

it can be a task/changelist... anyway, it's not something created by Webstorm, not a part of its standard functionality
