SciView continually re-adds itself to sidebar

SciView continually re-adds itself to sidebar. I keep right clicking on it, and clicking on "Remove from Sidebar", which removes it, but it always comes back later. I have not opened any Python projects recently. I'm not sure if it comes back on restart, or after other events.
Every other tool window that I've removed from the sidebar has stayed removed.
How can I prevent SciView from continually re-adding itself to my sidebar?

Good God, when this annoying "feature" will finally go away? It feels like it is there for years already and each time I open new project no matter what technology I get this super annoying SciView. Meanwhile I hate SciView so much I woudn't use it even if it'd make sense to do so.
PLEASE FIX THIS. IT'S SUPER ANNOYING. ALMOST AS ANNOYING AS ALL-CAPS.
This is not so bad. I've added it as part of my morning, mid-morning, lunch, midday, afternoon, late afternoon, early evening, evening, late evening and night routines to remove the button from the sidebar. It only takes a second or two. If you want you can also go to Window -> Store current layout as default *AFTER* removing the button.
P.S. We're going to have a bit of a celebration on the 14th when this bug turns one!
The issue doesn't seem to reproduce on PyCharm 2019.1.3, please update and check.

I somehow have the feeling we will be celebrating also it turning two, three, four... don't care after that am retired.

I've seen cases where the project created in previous versions of PyCharm (2019.1.2 for example) shows similar issues after upgrading. But it happens very randomly, and very hard to reproduce intentionally.
The solution is to create a new project in the latest PyCharm version, and migrate your files from the old project.
If you'll have steps to reliably reproduce the issue, this would help us immensely to catch the bug.
You can’t just diff projects created with 2019.1.2 & 2019.1.3, and edit settings in the latter to be like the former to see when the bug starts to occur?
I've cleaned my system of all files and registry settings relating to PyCharm or JetBrains and removed the .idea folder from my project, reinstalled the latest version without syncing any settings and yet the problem remains.
I think it might be caused by me putting the Structure window on the top right.
Nor 'Store current layout as default', neither creating completely new (scala) project after I have removed SciView from all windows helps. SciView re-appears unconditionally.
I installed a clean copy of Windows and the bug is still there. It's really strange that it's hard for you to reproduce. I see it's not present on the community edition, only professional.
What helps is to open the SciView and then move it to part of the screen where it is less annoying than Right Top, such as Bottom Right.
What's your exact version of the IDE? Could you please create a support ticket and attach idea.log (Help | Show Log in...)?

This SciView thing is like herpes one just can't get rid of it. IDEA 2019.2 - still not fixed.
