I'm unable to open help or download updates in pycharm

Hi,

I have just started using pycharm and I have been having issues with opening the help bar or downloading an update.

Everytime I try to download a recent update or open the help, I receive a pop-up message:

"The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail"

I opened the event log, and I see nothing, and I'm unfamiliar with what file to trace for sxstrace.exe to give the information on how to fix the problem.

Is there anyone who is familiar with the issue that can help?

PS. Another note, it seems like this forum doesn't work with chrome browser. I had to create this thread using firefox because I could not type anything on the page.
