Question about Annual License

Hello.
I have a question about annual license of IntelliJ IDEA Ultimate Edition.
US $149.00 /1st year
US $119.00 /2nd year
US $89.00 /3rd year onwards
If I want to get $30 and $60 discount in 2nd/3rd year, do I have to purchase license each consecutive year? For example, If I purchase first license for $149 and use it for 2 years, can I get $30 discount when second purchase?
