"Open recent" opens behind existing window on Windows 10

Whenever I use open recent in a new window the new window ends up covered by the existing window. It's a minor niggle but I've been caught out by it many times - closing the wrong window for example.
Usually I do this to resume work on a project or just to cut and paste some previous code.
I know Windows 10 has a nasty habit of opening dialogs under the topmost window so it might be something to do with that but if open recent in a new window appeared on top it would be less irksome and improve the work flow (in my opinion).
