Stop double tap from collapsing left project panel.

I almost never collapse the project/structure left panel. I accidentally double tap on a tab and it closes and I double tap to open it again.

I'd like to disable the double-tap close windows and just use the little close panel icon at the top right of the left panel.

Not a biggie but I could do without the distraction. 

I always need to say that Pycharm is the best designed IDE I've ever used. I can feel the pride you all feel.
