Spring Boot Run Dashboard missing important debug features

I am on the latest version of intellij 2017.3 where the run dashboard is mandatory for spring boot apps. However, I no longer have an option to refresh my application when making changes in a business layer. This used to work. All I have now is an option to rerun the application debug mode. I'm already running the application in debug mode.

Is there a workaround? Is the button hiding somewhere? Can I disable the run dashboard? This breaks debug mode for me.
