shortcut issues in laptop keymaps

I would like to use for instance the shortcut to comment code in Rubymine. The shortcut shown in Code > Comment with Line Comment is Ctrl + Slash, but when pressing in the following laptop keymap Ctrl + (Shift + 7) , no code is commented (just appears number 7 on line number side on left)

This is so annoying since I switch to work with regular keyboards to laptop keyboards. How I can work with shortcut combinations like this on laptop keyboards like mine?
