AFAIK Bash files support is provided by 3rd party plugin .. so check with plugin author.
But if it's possible ... then most likely place would be "Settings/Preferences | Editor | File and Code Templates" -- all such customizations should be there.
In Settings | Editor | File and Code Templates, change Bash Script template text:
