Light editor from JetBrains

It is not a secret that almost all devs using some light editor along with IDE (Notepad++ and IDEA, Sublime + IDEA, etc) Does Jetbrains have any plans to create such light editor? I think I will be great to have tool like that with know hot keys, syntax highlight, code format, tabs and simple features that supported now in scratch files.

def a bit late, but I was looking on google for exactly this! has there been any update?
As you can see from the linked YouTrack issue status, there were no updates.
The latest version of Intellij features LightEdit. It seems close from what you want? Or at least closer that it was :).
