How can I tell PyCharm 2018.1 to use the 'base' conda environment?
By using the "Conda Environment" option or the "System Interpreter" one in the "Add Python Interprerter" dialog?

You could use both options: *Conda Environment| Existing environment| Click on [...] | Select the desired path* OR *System Interpreter| Click on [...] | Select the desired path*.
