PyCharm takes up nearly 100% of CPU when booting, and enabling profiler agent makes it impossible to open PyCharm. What now?

PyCharm takes up nearly 100% CPU when booting, making it very very slow. When I was following the steps here in the article (https://intellij-support.jetbrains.com/hc/en-us/articles/207241235-Reporting-performance-problems), PyCharm would not open after adding the line as suggested. The same thing happens with professional AND community edition. My OS is Windows 10, i5-7300U, RAM 16GB. 

 

Do you have any suggestion what I can do to make it run faster when booting? I do like PyCharm, but I just wish it is lighter.
