Make sure Git Integration and GitHub plugins are enabled at Settings - Plugins

I cant find anything similar in either the jetbrains plugin tab or the repositories. its very strange.

There's no other version control system either, besides one that I installed in a futile attempt to get git back.

Git Integration is a bundled plugin and cannot be simply removed, only disabled. The same is true for Subversion. Mercurial and other VCS integration.

When did they disappear? What IDE version do you use?

Try doing a clean install

I've been hauling around this installation for quite while, so I'll try that. I just hoped there was a more elegant way
