"Move to group" doesn't exists

Project created with earlier version of IntelliJ works ok in the newest 2018.1, so it seems like module grouping still is a feature.

However when I create new plain Java project (no Maven or Groovy) and import Eclipse modules, I have no possibility to "move to group" my modules. Right click on module simply doesn't have this option. Calling it from "Enter action or option name" -> "Move to Group" do nothing.

How can i enable module grouping? Why this option is hidden? Why there's no mention in help about it?

Help says about grouping, but only via renaming modules:

which is quite silly when modules are imported from external sources like GIT, so it's impossible to rename them.

It was possible to "move to group" -> new top group/existing group in 2017.x. Where is this feature in 2018.1? I look at https://www.jetbrains.com/idea/whatsnew/#v2018-1 and there's no information that grouping has been removed.
