Scrolling is jumpy

Both when scrolling the source code, the project structure or the console, well, scrolling at all in PyCharm (JetBrains PyCharm 2018.1 x64), is just such a bad experience for me. It's so jumpy, when I'm scrolling up and down every single time I get small jumps in the opposite direction. This has been happening for a while now.

Could you please submit a ticket on  https://youtrack.jetbrains.com/issues/PY  with attached screencast and

logs folder zipped from ***Help | Collect logs and Diagnostic Data***   ?
