Hijack my cursor

Sometimes I navigate around a file using my keyboard. Often, Intellij will hijack my cursor and not let me move it with the keyboard. It pops up a little lightbulb thing and makes me deal with that. This is very annoying. Is there any way to turn that off?

Now, the bulb does not show up. But the cursor still freezes as I am navigating (I am using the emacs shortcut configuration). None of the keyboard keys will work at all. I have to click somewhere else to get the editor to resume normal function.
Does the cursor disappears? If not, can you show a short screencast with the issue? Please also provide all IDE logs zipped. Thank you.
