2018.2 — Can't open Settings Permanently deleted user Created July 30, 2018 06:23 Updated to the newest Version today and now I can't open the Settings. All the other stuff looks like it works. Have restarted my computer. MacOS High Sierra

2) Ensure that all plugins are up to date.

Some users reported that Material UI plugin caused such behavior so it's advised to remove it and then add back if you need it.
Also had this, damn Markdown plugin seemed to be the cause
How can you disable plugins, if you can't open settings?

You can do that from Welcome screen (when all projects are closed) -- Plugins has own menu entry so you see only them and nothing else.
If you still cannot access it that way, you would need to delete plugin files manually: https://intellij-support.jetbrains.com/hc/en-us/articles/206544519-Directories-used-by-the-IDE-to-store-settings-caches-plugins-and-logs
