Do I need elevated rights to stop a debug process?

Hello Community,

I am running PyCharm 2018.2 on Win7 where recently the user rights have been restricted. Since then I cannot stop a debug process within the IDE. Explicitly starting PyCharm in admin mode "fixes" the issue. What kind of rights does PyCharm need to stop a debug process?
