Debugger setting to focus application on breakpoint is a wrong way round

When Debugger setting to "Focus application on breakpoint" is checked (On) the application doesn't bring the focus when it hits a breakpoint, but when this setting is unchecked (Off) is does... Shouldn't that be the other way round?
