Add Dependency awkward with ALT+ENTER

When some class is missing import, there is a bug or buggy behavior that one has to click several time around the keyword to make the ALT+ENTER popup show. Just pressing alt+enter does not work. It takes like two or three mouse clicks around the code to initiate the popup or navigate some lines with up/down key arrow.

Is it normal? I think it is not normal.

Happens always when copying file or class between projects or pasting some part of the code into editor or changing dependencies in project.

Proper behavior would be pressing ALT+ENTER right away with no popup or make the popup show right after pasting code into editor not like I have to scroll and click three times around the class name to make it happy enough that it exists in my editor.
