Pycharm windows to windows remote interpreter Error( Python packaging tools not found)

remote PC :

 windows 10 (not internet connected; cannot configure WSL) 

I'm attempting to configure PyCharm to work with an existing couchbase project  but encountering difficulties getting it setup.

Is it possible using remote interpreter windows7(MY PC) to windows10(remote PC)
