Display artifacts and issues on windows

Windows 10 and Pycharm 2018.1.2
Since updating I get odd display issues after about 30 mins of usage.
It looks like the entire contents of the window re-display every 10 seconds or so but have jumped up by the width of the toolbar. This has the effect  of duplicating the toolbar - the buttons etc get correctly rendered on mouse-over, but the main editor window doesn't always so I often accidently set a breakpoint two lines up when trying to click at the start of a line.

I realise this may be a problem with my setup specifically but pycharm is the only program that has this behaviour.
