Keymapping not working as expected

We've attempted to set our key mapping to "Eclipse" as well as a few others and simple things like ctrl+c, ctrl+v and carriage return aren't functioning properly.  I've installed pycharm on a ton of machines in the past few years and never seen anything like this.  Any suggestions?  Or is this just a re-install pycharm and see if it goes away type of a thing.
