Insert pair quote not working properly on Mac (IDEA Ultimate 2018.1)

This thing literally drives me insane, as i'm using 2 different laptops, one Mac one Windows, so i'm used to the paired quotes fill in automatically, but even though the feature is activated in Smart Keys, on my MacOS this is NOT happening until i press ANY key, and after that the cursor is placed OUTSIDE the quotes.
Brackets work fine , quotes should behave the same way.

Anybody has a clue? is this a bug for the current version?

Managed to fix it by reading it in the comment of an user: I had my Input Language as "US - International". Switching to just "US" fixed the problem.
It does not fix the problem. It should work with any keyboard layout. Otherwise, I have to switch between keyboard layouts every time, it does not work for me. Why it only works on the US keyboard layout?
