How do I apply for free license in educational purposes?

Hey, first off I'd like to say sorry if I have written in the wrong part of the forum for this, but i have a question.

My trial version of Webstorm at home is soon to expire, and I have heard from the staff of the job I have worked in this summer that there is a free version for high-school students, thus I could somehow be able to finish the project I am currently working on.

As I am 16, and still in high-school at 11th class I saw this to be fit for me, however my problem is that in Romania, where I live, the only kind of  'official' document I have at hand is my grade book. And the summer vacation makes this even worse because I cannot ask the school for other documents right now.

All in all I am really desperate to continue developing the web-app I was working on, and right now I was wondering if sending a picture or scan of my grade book would be enough to get the free version. However I didn't want to spam the company with pictures until I had asked someone before, so here I am, should I send it or not?

Sorry for my english. I'm not really good at speaking it, I guess, but I hope I was clear enough to be understandable.

P.S By the way, is there anything in the free license that prevents me to put my project online and even get some cash out of it if everything goes well?

Educational licenses cannot be used for commercial purposes. Does this mean I cant put ads on my website ?
