Intellij IDEA (and PhpStorm) silently fails to start

Launching from Toolbox produces a brief loading wheel, and then absolutely nothing.

Launching from Terminal produces:

$ idea
LSOpenURLsWithRole() failed with error -10810 for the file /Users/username/Library/Application Support/JetBrains/Toolbox/apps/IDEA-U/ch-0/182.4505.22/IntelliJ IDEA.app.

$ pstorm
