IntelliJ IDEA 2018.2 isn't raising notifications

Ever since I upgraded from 2018.1 to 2018.2 about a week ago, I noticed that events (such as hitting a breakpoint) do not trigger the icon to flash in the taskbar. It is now much more difficult to notice when things are happening while I don't have IDEA focused.

Is this a bug, or is there some new configuration option I'm unaware of?

For the record, I'm using Windows 7.
