Why is downloading plugins through intelliJ so slow? Follow

I'm attempting to update the Kotlin plugin in IntelliJ but it's taking forever! Seeing as I'm on a 500mbps down line and I assume the Kotlin plugin isn't several gigabytes why is it taking forever?
This is well over 10 minutes in.

Do you use any antivirus software or firewall/proxy?
I'm not using any Antivirus nor Firewalls nor Proxies.
However, I believe windows 10 has a built in anti-virus? So I guess I run that.
Do you face this issue only with Kotlin plugin?
I have only ever downloaded the Kotlin plugin, but I did notice that the updating of maven indices is also very slow for me, but I don't know if that is common.

Directly downloading a plugin from the plugin page (through my firefox webbrowser) downloads at about 12.2 MB/s finishing in a matter of seconds, so there's nothing wrong over there.
Is it possible to share full idea.log after restarting IDE and loading plugin (or updating maven repo)?
After many project refreshes it appears the plugin now downloads fast and maven indices now update fast aswell... Weird, if it happens again I'll be sure to get a log for you guys.
