What does the Pycharm Console have to do with Network?

I have a question about the inner mechanics of this Pycharm software. What the heck does my network configuration have anything to do with whether or not I can run a python console from this suspiciously overly-network integrated IDE? For some reason I can't open a python console if I am connected to my VPN. This isn't a website browser is it? What could it possibly have to use my network connection for? I don't use Git or Git-hub. All I am doing is writing a multiprocessing prime number generator. I guess there is no way to get privacy on computers anymore is there...

Please upload a screenshot showing the problem and idea.log (Help | Show Log in...) to https://uploads.services.jetbrains.com/ zipped and let me know the name of that zip file.
