JetBrains Ide Support plugin does not refresh properly for title and background color in CSS file in Chrome

I realized that the Jetbrains Ide support does not refresh for a couple of items such as
title, anb d background color while it updates immediately for text or other element but it fails
to update those mentioned items.

Plugin ver: 2.0.10

WebStorm 2018.3.2

Chrome 71.0.3578.98

Win 10

is updated properly for me.. Can you provide a code sample that can be used to recreate the issue? Please also attach a screenshot of Settings | Build, Execution, Deployment | Debugger | Live Edit page.
