quotes double and put text outside

When I type either a double or single quote it repeats itself and puts my text outside the quotes like this, ""text instead of "text". This just started today, March 9, 2019. I've unchecked everything in Code Completion and likewise in Smart Keys. Restarted IntelliJ with no results.
The information on About for IntelliJ is:
IntelliJ IDEA 2018.3.5 (Community Edition)

I found the answer. I had US extended and ABC keyboards installed. I deleted them and kept US keyboard. That changed the input discrepancy. I don't know how to delete my original post.
