Plug-in to prevent files from being modified

Is there a plug-in to prevent files from being modified? I looked at the SVN integration, but it's a bit of a mess. It chokes on adding 11k files found in the current project and after struggling for a while just want to avoid it.

Idea is to prevent any changes to a specific folder from being allowed.
