Does anyone know where the option to create a command-line launcher went in 2019.1 (macOS)?

The docs still say the option to create a command-line launcher lives in the main menu under Tools | Create Command-line Launcher. I know this option was located here in the previous version of IntelliJ but I can't find it since upgrading to 2019.1.
Any help is greatly appreciated!

The option is not present if you start IDE via Toolbox App or Snap.
