Git 'submodule' appears to be... Clone failed

Recently the installation of Community Edition 2019.1 I have installed on my desktop computer has trouble checking out from VCS. There are two curious points about this.

1) An identical setup on my laptop works fine

2) The files are copied from the repo when I attempt to clone something but it fails right at the point it should make those files into a project

Everything else works fine, and this is a recent issue. I've checked all the settings I can think of and searched every other article I could find but I'm a bit out of ideas. Any thoughts on what might be the issue? I can still 'create from existing' but I would rather not have the extra clicks on every project.
