The server time zone value is unrecognized Follow
I upgraded to PhpStorm2019
And now I get this error when configuring my Data Base connection in the IDE (Local XAMMP server in Windows10)
Click on view displays the following:

This issue is resolved by fixing the timezone setting serverside.

Setting the serverTIMEZONE value to 'UTC' worked perfectly in PyCharm. Wanted to post the feedback for others to see.

Setting the paramter to UTC fixed it for me too. Strange why not make it default?
