full remote does not work in 2019.1

I'm trying to use clion to edit files on a remote linux machine, my local development host is also linux, ubuntu 18.04.

Select Remote Host from the drop-down menu and click  in the Credentials field. ---> When I click on toolchain then the + sign, all I got is a "System", there is nothing for Remote Host, can not add remote host per the help doc at all.
