Did you try to enable tool bars?

Try to invoke `Alt+1` to show `Database` toolbar.

Also, could you email me IDE logs vasily.chernov@jetbrains.com?

Same problem for me after 2019.2 update in Kubuntu.  Totally blank client area and no menus/keymaps will work.
